Each local authority has a statutory duty to periodically review and assess the air quality within their area. NELC operates a continuous air quality monitoring station at the Kings Road / Pelham Road Junction, Immingham. The recorded measurements at this junction show that the Air Quality Standards set by DEFRA have been breached both in 2004 and 2005. After testing the particulate matter from this monitoring station the major contributor was found to be from road traffic (51%). As the local economy grows, traffic along the Kings Road / Pelham Road Junction is expected to rise leading to further impacts on air quality.

 

North East Lincolnshire Council conducted a consultation event on the 24th April at CATCH (event managed by HCF). The audience consisted of industry contacts, logistic companies, Councillors and representatives from all of the regulatory bodies for the Immingham Area.

 

The day’s agenda began with Danny Fox and Tony Neull of NELC informing the audience of the Air Quality issues being raised along the Kings Road/Pelham Road Junction. This gave a great introduction to the day’s agenda. The two documents that began this process can be accessed below: 

 

 

Simon Brett (Deputy Port Director for Immingham) then went on to the environmental issues the port operator has to manage and what measures are being taken to help reduce and monitor air quality in the Immingham area.

 

Following a short coffee break, Steve MacQuarrie of Hargreaves Service’s provided an insightful talk on the measures that Hargreaves are taking to help manage the Air Quality Management Zone in Immingham. A number of measures were highlighted throughout the presentation, that included constant monitoring stations, dust fencing, a silicone seal that can be used for long standing stock, as well as a satellite navigation system that can inform drivers of approved transportation routes (avoiding the Air Quality Management Zone).    

 

Charles Dent of Novartis then presented a case study, explaining the Land Remediation Project at Novartis Grimsby. This project highlighted a significant reduction in the amount of road traffic normally required to conduct a similar project. After 50 years of production on a section of the Novartis site, the soil (up to 7 meters deep) was required to be cleaned or disposed of. To avoid a large number of road lorries transporting this contaminated soil, the disposing of contaminates was all done on site saving an estimated 7,000 road journeys over a six month period.
