Summary

This document is being published by HSE on behalf of the Government. We believe that the issue of societal risk around onshore non-nuclear major hazard installations is one that justifies public consultation. We are inviting those who could be affected to help us develop policy in this area.

The document briefly describes what we mean by societal risk, what has prompted us to consider the issue now and seeks views on the principle of integrating it into management of major hazard sites and into decisions on land use around such sites. We would like you to read the document, consider the proposals we are making and give your answers to the questions we have presented.

The initial question is about what issues you feel should be taken into consideration when decisions are made on what might be regarded as unacceptable levels of societal risk. The subsequent questions ask whether you agree that societal risk should be considered when looking at major hazards, and if so how this might be done.

We particularly want your views on how information on societal risk might be factored into the advice that HSE gives to planning authorities on proposals for new developments in areas around sites, to ensure that decisions are made which appropriately balance risks to people, costs to industry and benefits of development.

To present your views, please make use of the online questionnaire, or download a form to complete. Your views will then be considered alongside those of other respondents to the consultation. While we will acknowledge all the responses that we receive, we do not intend to respond individually to each comment made. However, the collated comments and responses will be available for examination at the HSE Knowledge Centre in Bootle. We have followed the Cabinet Office Code of Practice on Consultation .
